The Human Resources Department provides the day-to-day administration of the City's personnel programs, including: recruitment and selection of the City's employees, classification and compensation plan administration, personnel documents, policies and procedures administration, labor relations, negotiations and grievance resolution, payroll, retirement, group insurance and other benefit administration, centralized City switchboard and reception, City Hall pool vehicle administration, training, affirmative action, and Americans with Disabilities (ADA) coordination.

The Risk Management Division procures and administers the City’s various insurance programs including general liability, property, workers compensation, Errors and Omissions, special events and other coverage. This division adjusts all claims against the City including investigations, liability analysis, litigation management (working closely with the City Attorney), mediations and settlements. All City contracts are reviewed and approved by risk management. Responsibilities of this division include loss control and oversight of the City’s safety and wellness programs.
