  • Assembly Bill 341 (AB341) was adopted as California State law regarding integrated waste management.
  • Mandatory commercial recycling will go into effect July 1, 2012.
  • All commercial businesses and public entities that generate four cubic yards or more of solid waste weekly must participate in a recycling program beginning July, 2012.
  • Includes multi-family housing complexes of five units or more, regardless of amount of solid waste generated each week.

The Basics of AB 341

  • Sets a statewide 75% waste diversion goal.
  • Declares it is the "policy goal” for the state to achieve 75% diversion by the year 2020.
  • Requires mandatory commercial recycling by certain businesses and public entities.
  • Affected waste generators are required to do one of the following:
    • Source separate recyclable materials from the solid waste they are discarding, and either self-haul or arrange or separate collection of the recyclables.
    • Subscribe to service that includes mixed waste processing that yields diversion results comparable to source separation.
    • Jurisdictions are required to assess whether affected generators are complying with the requirements to recycle.

  • EDCO, the City's permitted waste hauler and recycling contractor offers commercial recycling services throughout Vista.

  • If you choose, another alternative is to donate or sell your recyclable material. This option will meet the conditions of AB341. However, you must provide the City of Vista with proof that the commercial enterprise is participating in a waste diversion/recycling program.
