EMERGENCY PROCLAMATION FROM THE CITY OF VISTA
March 15, 2020
A. Section 2.64.060 of the Municipal Code of the chartered City of Vista empowers the Director of Emergency Services to proclaim the existence or threatened existence of a Local Emergency when the City is affected, or likely to be affected, by a public calamity and the Vista City Council is not in session.
B. On February 19, 2020, the San Diego County Board of Supervisors ratified a declaration of a local health emergency and proclamation of a local emergency to deal with the novel coronavirus, or COVID-19. On March 4, 2020, Governor Newsom proclaimed a State of Emergency to exist in California as a result of the threat of COVID-19. On March 12, 2020, the City of San Diego proclaimed a local State of Emergency due to

The Director of Emergency Services of the City of Vista hereby finds that conditions of extreme peril to the safety of persons and property have arisen within the City caused by the continuing spread of COVID-19 to vulnerable populations in the City and the increased threat to the regional health system in San Diego County.
D. These conditions make it necessary to proclaim a public health emergency to permit the full resources of the City of Vista to be available to protect the persons and property of the City and the region.
E. The City Council of the City of Vista is not in session and cannot immediately be called into session.
A. It is hereby proclaimed by the Director of Emergency Services for the City of Vista that a local emergency exists throughout the City due to the continued threat of spread of the COVID-19 virus.
B. During the existence of this Local Emergency the powers, functions, and duties of the Director of Emergency Services and the emergency organization of this City shall be those prescribed by state law and the charter, ordinances, and resolutions of the City of Vista, and by the City of Vista Emergency Plan as approved by the Vista City Council.
C. The Director of Emergency Services and the Fire Chief are hereby designated as the authorized representatives of the City of Vista for the purpose of receipt, processing, and coordination of all inquiries and requirements necessary to obtain available state and federal assistance.
D. This Proclamation of Local Emergency will expire seven days after issuance unless ratified by the City Council of the City of Vista.
