The State Legislature enacted AB 26 which dissolved all California Redevelopment Agencies as of February 1, 2012, and provided for Successor Agencies to assume the rights, powers, and duties of the former redevelopment agencies. Pursuant to AB 26, a seven member Oversight Board was created with appointees chosen by the specific local agencies as follows:

City of Vista: Two Seats

County Board of Supervisors: Two Seats

Vista Unified School District: One Seat

Palomar Community College: One Seat

Palomar Pomerado Healthcare District: One Seat

The purpose of the Oversight Board to the Successor Agency of the Vista Redevelopment Agency is to take, review and/or approve certain actions including the following: the approval of the semi-annual recognized obligation payment schedule, the approval of the semi-annual administrative budget, and the sale of certain properties owned by the Successor Agency.

Meetings are held on the fourth Wednesday of the month at 5:00 p.m. in the Vista Room, Second Floor, of the Vista Civic Center located at 200 Civic Center Drive. Director of Redevelopment and Housing John Meyer is the City representative. Agenda inquiries should be directed to Oversight Board Secretary Kathy Valdez, 760.643.5320.

Agendas and reports are posted 72 hours in advance of the meetings. Minutes are presented to the Board for approval at the next regular meeting, and are posted following approval.
