General Rules (apply to both categories)
- Cards available for pick up at the Business License/Cashier Office at 600 Eucalyptus Ave., Vista, California 92084. The best days to come are Monday through Thursday.
- Limited to one per household in each category. Card recipients are able to participate in both programs (i.e., a household may receive one (1) $30 and one (1) $200 card).
- All rebates will be given in the form of a
ShopVISTA
Gift Card that can be used at any Vista merchant that can accept Visa cards.
- Qualifying purchase must be from a City of Vista retail establishment* properly licensed to do business in the City of Vista.
- Excludes any non-retail establishments**.
- Must provide original sales contract and/or original receipts and photo identification to receive a
ShopVISTA
Gift Card. The person picking up the gift card must have their name on the sales contract and/or prove the receipts are theirs.
- All receipts are subject to verification by the City. The City will require that an original receipt be provided. If you must keep your original receipt, the City will staple it so it is known the receipt was used for the
ShopVISTA
Program and make a copy for our records. All receipt documentation and information contained therein will be retained by the City and is considered public information.
- The City may require verification that receipts are for items purchased by the card recipient. If the City is not able to confirm ownership of purchases to their satisfaction, they have the option to not accept the receipt(s) in question.
- Qualifying purchases may not be returned to the retailer for cash. Exchanges or store credits are permissible.
- If there is any doubt as to the authenticity of the receipts or that the receipt is not from the party presenting it to the City of Vista, the City may reject an individual's request for a
ShopVISTA
Gift Card.
- May not double dip on same purchase (i.e., a purchase of a new auto does not also qualify for a $30
ShopVISTA
Gift Card).
- Limited to first come - first served basis (within budget established by Council).
- Not limited to Vista residents (but qualifying purchases must be made in the City of Vista, and gift cards must be spent in the City of Vista).
- Recipient will be asked to provide name, address, phone number, and sign a pledge that funds will be spent in Vista and acknowledge that
ShopVISTA
Gift Card will expire one year after issuance.
- ShopVISTA Gift Card (Visa card) will expire one year after issuance and may be subject to standard terms of use/restrictions.
- Vista Gift Card Recipient acknowledges they must use all funds on this card within the City of Vista at Vista merchants. Any unauthorized use of this card outside of the City of Vista or non-City of Vista merchants authorizes the City of Vista to suspend the use of this card and any remaining fund balance. Card must be returned to the City upon request.

*Retail establishments are defined as businesses that sell goods or products to the end user. Also know as a place of business for retailing goods. They also have a physical location within the Vista city limits. Vista restaurants are considered retail establishments for the purpose of this program.
**Examples of purchases not included are leases, real estate transactions, services, or used car, truck, boat or motorcycle purchases. |
