Public Works Director (interim)
JIM HOWELL
Jim Howell has worked in municipal government for 40 years and has been the Interim Public Works Director of Vista for a year. Mr. Howell worked for two cities prior to coming to the City of Vista.
Mr. Howell oversees the Public Works Department which includes streets, traffic signals/stripping, sewer, storm drain, fleet landscape, facilities, traffic signals and streetlights.
With a life time membership status with the American Public Works Association (APWA) and Maintenance Superintendents Association (MSA), Mr. Howell also holds a BA in Business Management. He is a recipient of the 2008 Peter Walsh Award Lifetime Achievement Award in the field of Public Works. In addition, he is a Public Works class instructor at Palomar College (since 2000) and at CA Berkeley (since 2003).
