The Traffic Commission acts as the approving authority on traffic and traffic safety related items and acts in an advisory capacity to the City Council. Items brought before the Traffic Commission, that are approved or denied, may be appealed to the City Council. All appeals must be made within the time specified by ordinance, if they are to go forward to the City Council. Contact the Traffic Engineering staff at (760) 726-1340, extension 1389, for more information on the appeal process.
For each item on the agenda, the Traffic Engineering staff will present a report to the Traffic Commission. The public will then have an opportunity to comment. Those wishing to speak are asked to come forward to the podium, speak into the microphone, and give their name and address for the record. The Traffic Commission is interested in hearing all persons wishing to give testimony; however, each new speaker must add new information and not repeat points which have been previously made. Persons not desiring to speak, but wishing to be recorded as proponents or protestors of record, may do so my notifying the Recording Secretary. Each speaker will be allowed a time not to exceed three minutes to present his ideas and opinion on the matter being considered. This time limit will be strictly followed unless the Chair (or a majority of the Traffic Commission present) believes that a reduction or extension of the time limit is necessary. After the Traffic Commission has closed the public hearing, no further public testimony will be heard. The commissioners will then discuss the item. They may ask additional questions of staff and previous speakers. Please answer the specific questions. This is not an opportunity to restate your position or add rebuttal information. Subsequently, the Traffic Commission will take action on the item. The item will either be approved, amended, disapproved or tabled. All items approved by the Traffic Commission must also be approved by the City Council at a subsequent meeting.
The Traffic Commission welcomes all citizen input that provides factual evidence that will enable the Commission to render a reasonable decision. The Commission, however, insists on order, courtesy, and decorum in the presentation of testimony or while listening to the testimony of others. The Commission will not tolerate interruptions or outbursts from the audience. Shouting, whistling, or applause is out of order and this type of conduct will not favorably influence the Commission’s decision. If you are unable to attend the Traffic Commission meeting, you may email your comments to abrown@ci.vista.ca.us. Electronic correspondence received at this address will be included with each Traffic Commissioner’s agenda packet on the day of the meeting. Your email must be received by 5:00 p.m. the day prior to the actual Traffic Commission meeting date in order to be included in the agenda packet.
An amplification device is available from the City Clerk for hearing impaired individuals. The City of Vista recognizes its legal obligation under the American with Disabilities Act (ADA) to provide equal access to public programs, services and activities to qualified individuals with disabilities. Please contact the ADA Coordinator at (760) 726-1340, extension 1042, at least 24 hours prior to the meeting with your request for reasonable accommodations.
