Senior Citizens Affairs Commission
The purpose of the Senior Citizens Affairs Commission is to make recommendations to and advise the City Council with respect to all matters pertinent to senior citizens in the City of Vista. The powers and duties are set forth in Chapter 2.56 of the Vista Municipal Code.
The Commission’s charge is to: a) Identify, study and analyze the problems and needs pertaining to senior citizens and devise methods of focusing the attention of the community in solving them; b) inventory community resources for dealing with such needs and problems; c) determine which agencies, organizations and institutions are most capable of dealing with specific needs and problems and to recommend development and implementation of effective programs; d) periodically review the effectiveness of programs and, when necessary, recommend modification and redirection and use of alternative or additional resources; provide a forum before which senior citizens may bring their specific problems; e) study and make recommendations to the City Council on any other problems and needs of senior citizens which the City Council or the Commission may deem appropriate.
There are seven members on the Commission who serve two-year terms; at least three members shall be 55 years of age or older. Four of the members are at-large members. The remaining three members represent the following organizations: Lifeline, Vista Senior Citizens Inc., and City of Vista Nutrition Program. Community Services Program Manager Mary Dreibelbis is the Staff Liaison, and Mayor Vance is the Council Liaison.
Qualifications for membership:
1) Resident of the City of Vista;
2) 18 years of age; and
3) at least three members of the Commission must be 55 years of age or older.

MEETINGS are held on the fourth Wednesday of every other month at 1:30 p.m. in the Conference Room at the Gloria E. McClellan Senior Center. Agenda inquiries should be directed to: Pat Chapman, Administrative Secretary.
Agendas are posted 72 hours in advance of the Senior Citizens Affairs Commission. Minutes are presented to the Commission for approval at the next regular meeting, and are posted after they are approved.
