Redevelopment Project Area Committee

 

 

The Project Area Committee serves a limited function set by statute: to offer advice for consideration by the City Council in connection with the proposed plan amendment. The Committee’s advice can be conveyed to the City Council through an advisory vote on the proposed plan amendment or through a written report which can include recommendations. When directed by the City Council, the committee shall offer advice on specific policy issues relating to the planning and provision of residential facilities, replacement housing, and other matters affecting project area residents.

The Project Area Committee (PAC) is a nine person committee drawn from the territory of the existing Vista Redevelopment Project Area and areas that are actively under consideration for possible addition to the Project Area. Members consist of homeowners (3), renters (2), business owners (2), and representatives appointed by community organizations (2). Redevelopment & Housing Manager Jeff Zinner is the Staff Liaison.

On December 11, 2007, the City Council adopted Resolution No. 2007-232, calling for the formation of a PAC, appointing the Vista Chamber of Commerce and the Vista Village Business Association as the community organization members of the PAC. A PAC election was held on February 25, 2008, and seven Committee members were elected. Nine Committee members were confirmed by the City Council, under Resolution No. 2008-73, on April 1, 2008. The Committee’s operation terminates on the third anniversary of the date on which the plan amendment is adopted, unless that period is extended by the City Council.

 

MEETINGS are held on the first and third Monday of each month at 5:30 p.m. in the City Council Chambers. Agenda inquiries should be directed to: Rosanne McElhaney, Secretary to the Committee, email: rmcelhaney@cityofvista.com.

Agendas are posted 72 hours in advance of the Project Area Committee meeting. Minutes are presented to the Committee for approval at the next regular meeting, and are posted after they are approved.
