Code Enforcement Division

Purpose

  • Code Enforcement Online Complaint Form
  • Respond to complaints of possible code violations.
  • Educate the community on City standards and regulations for Citywide improvement and beautification.
  • Obtain and maintain compliance with all City code regulations.

Code Enforcement is a division of the City Manager's Department.

Functions

  • Animal Control - Coordinate animal control operations with the City’s animal control agency (San Diego Humane Society and SPCA ); regulate numbers and types of animals allowed on individual property; and respond to animal nuisance complaints.
  • Graffiti Abatement - Identify and report locations containing graffiti; work with property owners for the prompt removal of graffiti; and coordinate with the sheriff's department to address graffiti vandalism.
  • Parking Enforcement - Enforce state and City parking regulations; remove abandoned and nuisance vehicles from the public right-of-way; and process all parking citations issued within the City and provide reviews of contested citations.
  • False Alarms - Obtain sheriff and fire department records for identifying false alarms; track all reported false alarms within the City; provide administrative review of contested false alarms; and levy fines for false alarm offenders.
  • Other Duties - Responsible for handling noise concerns; nuisance abatement; abandoned vehicle abatement; zoning enforcement; and property maintenance issues.
