Code Enforcement Division
Purpose
- Respond to complaints of possible code violations ;
- Educate the community on City standards and regulations for Citywide improvement and beautification;
- Obtain and maintain compliance with all City code regulations.
Code Enforcement is a division of the City Manager's Department.
Functions
- Animal Control - Coordinate animal control operations with the City’s animal control agency (North County Humane Society); regulate numbers and types of animals allowed on individual property; and respond to animal nuisance complaints.
- Graffiti Abatement - Identify and report locations containing graffiti; work with property owners for the prompt removal of graffiti; and coordinate with the sheriff's department to address graffiti vandalism.
- Parking Enforcement - Enforce state and City parking regulations; remove abandoned and nuisance vehicles from the public right-of-way; and process all parking citations issued within the City and provide reviews of contested citations.
- False Alarms - Obtain sheriff and fire department records for identifying false alarms; track all reported false alarms within the City; provide administrative review of contested false alarms; and levy fines for false alarm offenders.
- Other Duties - Responsible for handling noise concerns; nuisance abatement; abandoned vehicle abatement; zoning enforcement; and property maintenance issues.
