These rules establish the personnel system for the City. These rules shall apply to all offices, positions and employments in the service of the City except those exempted by the Municipal Code or by resolution of the City Council or as noted.

VCEA is the recognized representative for all classifications within the General Employee Unit.

VFFA is the recognized representative for all classifications within the Unit.
