Morris B. Vance, Mayor

Mayor Morris Vance was raised in the east San Diego County community of La Mesa. He received his Bachelor’s degree in Political Science from Brigham Young University and Master of Public Administration degree from the University of Southern California.

The Mayor served as Vista’s City Manager for 17 years. He also served in various other local government positions in the Los Angeles area.

Mr. Vance was elected Mayor of Vista in November 2002. The Mayor and his wife, Janice, have two sons and six grandchildren.
